The Provincial Nominee Program (PNP) is one of the leading pathways to immigrate to Canada as a skilled worker. It allows Canadian provinces and territories to nominate individuals who wish to settle in a specific region.

Nearly every province and territory operates its own PNP to meet local labor market needs and support economic growth.

Overview

Under Canada’s immigration system, provinces and territories share authority with the federal government to manage immigration.

The PNP enables provinces to select candidates based on their skills, work experience, and ability to contribute to the local economy.

The main goal of the PNP is to distribute immigration across Canada, encouraging newcomers to settle in various provinces rather than only major cities.

Many PNP streams are aligned with the Express Entry system. These are known as enhanced nominations.

  • Enhanced PNP nominations provide an additional 600 CRS points
  • This significantly increases your chances of receiving an Invitation to Apply (ITA)
  • Faster processing time (around 6 months after ITA)

There are also base streams, where applicants apply directly to a province and then submit their PR application to the federal government.

Benefits of the PNP
  • Increased chances of obtaining permanent residency
  • Additional 600 CRS points (for Express Entry streams)
  • Multiple pathways for different occupations and skill levels
  • Opportunity to settle in specific provinces
  • Supports faster immigration processing in many cases
How the PNP Process Works

The process depends on the type of PNP stream:

Paper-Based (Base) Process
  1. Check Eligibility: Ensure you meet the PNP criteria
  2. Apply to Province: Submit application to a specific province
  3. Get Nomination: Receive provincial approval
  4. Apply for PR: Submit application to IRCC
  5. Medical & Police Check: Complete required verifications
  6. Receive PR: Final approval and landing in Canada
Express Entry (Enhanced) Process
  1. Check Eligibility: Meet PNP or Express Entry criteria
  2. Apply to Province: Submit or receive nomination
  3. Get Nomination: Receive 600 CRS points
  4. Receive ITA: Invitation from IRCC
  5. Submit PR Application: Complete final application
  6. Medical & Police Check: Complete requirements
  7. Receive PR: Move to Canada

Alternatively, candidates can create an Express Entry profile and receive a Notification of Interest (NOI) from a province, then proceed with the nomination process.

Eligibility Criteria
  • Relevant work experience and skills
  • Educational qualifications
  • Language proficiency (IELTS or equivalent)
  • Ability to settle in a specific province
  • Meet health and character requirements

Each province has its own specific criteria and streams based on labor market needs.
